You can transfer your h1 to any employer even if the previous h1 transfer is pending

In your case since h1 transfer has rfe from employer 1,with employer 2 go for premium processing.After your h1 transfer is approved from employer 2, ask employer 1 to withdraw.

U can transfer to n number of employees even though u have a pending h1 .. make sure u have payslips and not out of status
