VISA SIGNATURE ELITE credit card

I have a private banking account , the banker offered to waive off the fees on VISA signature elite card which is 350 dollars / year  and asked me to apply. 

She said there is free lounge access in airport throughout the world , but when i read the terms it says if i buy day pass to lounge they will give credit , travel concierge , travel insurance and other 250 dollars yearly worth of baggage reimbursement for travel bags. 

She said it is like AMEX BLACK card , but black card seems to be more worthy than this

This looks more like a City National Bank Visa Infinite card (Do not get confused with Citi bank)

I would not even compare these benefits with Amex Black card. This is more on par with Amex plat, Chase Sapphire Reserve, etc

Mostly you will get priority pass lounge access with that. Is there any sign up bonus for this card?
