Not new , when they don't get talent or skilled people again they opt for offshore 

they will be like that for 1 or 2 yrs again they will be back to normal vendor model I have seen this before

Many clients ...still working with offshore...

They cant end the contract at middle of the project...

But new fiscal year just started...so for new projects they may consider people here in US ...mostly gc or citizens...

Also by decreasing off shore people...India will have some impact on IT economy.
