They won't join bro, simple as that. The average ASVAB score of a MAVNI soldier is 75, whereas that of a regular US citizen soldier is around 50. 

Right now they have lowered the minimum ASVAB score to 12, even if you randomly check the answers you can get a minimum of 15. Plus they are willing to take people who have been caught smoking pot and arrested for it. They have a shortage of 80,000 troops now and they won't be able to hit those numbers with this new suicidal rule.

Not just that, it's actually dangerous. Esp if you are an Active duty soldier and finish your combat training, you will mostly be deployed to a war zone. If you aren't a US citizen, you might get kidnapped, tortured etc by the enemy troops and you won't have any protection.
