I don't know about how the governance was organized in mughal times and who paid tax to what level of govt, but whatever little I remember, most kings let people do their thing.

Only revisionists want to portray so and so king (earlier it was aurangazeb, now even Akbar) as especially evil. They do this, by referencing what the 'enemies' did to their women.
