Yoder: As a bill with support from a nearly a veto-proof majority, it would pass tomorrow if it came to the floor for a vote. I’ve been focusing my time on raising awareness among leadership, among relevant committee chairs, and I think as the more people hear about it the more likely it will be to come to the floor as a stand-alone or be taken up as a part of a larger measure.
