The $1,000 deductible plan has $0 co-pays for regular doctor visits, specialist visits have a $100 co-pay.  Urgent care is $50 and Emergency Room is $250 plus 20%.  The plan pays 80% for in-network.  Out of pocket maximum is $6,500 for individual. Prescriptions are $5/$50/$100 Retail for standard prescriptions and $12.50/$125/$250/$625 Mail Order

The H.S.A plan has a $2,600 deductible for individual. All medical expenses are paid up front until the deductible is met and then it’s a 20% co-insurance cost.  Prescriptions are tiered at $10/$35/$60 for standard once the deductible is met.  TriCom will contribute $40 per month to the H.S.A if the H.S.A is selected.

You need to choose based on your's and family medical history. If you  or your family member don't have any monthly/regular prescriptions and goes to doctor once or twice in a year then HSA is better option. HSA provides tax benefit and monthly premium will be less. In your case, employer contributes $40 per month which is free money. But it defeats the purpose if you have more doctor visits and regular prescriptions as it has high deductible.
