Kali is for the upcoming season and they needed an arc for Eleven to realize about her true priorities and control her strength.

There is a theory that Hopper could be Eleven's real father and his mind could be manipulated by Kali ani..

 

And Regarding max..they need arcs for developing Dustin's Caleb's and Steve's Characters..Max and Billy characters tho paina three characaters pointless kavu
