No strict rules, very limited knowledge to equipment operators and people are illiterate. No training in disaster management. What NDRD has to do with this? What the f private boat company is doing? My point is about giving license to idiots n it is given by one of those government officials you have mentioned.this caste nonsense is in every government you can attribute this to CBN because he is the gov head n it is his duty to stop corruption. You are talking about the torture on gov employees.what about the torture by the same gov employees.yo common public what a cheap life taking money from those who are financially weak just to do their duty.they are taking people's money as salaries.are they working on festival or Sunday or they are working overtime to resolve people's issues.
