I won't explain it to a 60yr old. he'd be scared of it.

It means that his pension will be taken away, and he cannot have the luxury of living on his savings, and be a horrible person to every around him. He still has to be nice to others, so they wouldn't have problems in allowing him to use fruits of their work.
