If you are close to Washington DC, try the DMV in 4mile run drive; atleast 1 or 2 people have better idea on Non- immigrant visas. I personally suggest you to speak to the DMV Manager and show him all your papers and let him know that your status is completely legal. If needed, he'll scan your papers and send them to Richmond and they'll text you if you are eligible. Quote
