Not Good time. You can not really enjoy. It will be cold. You can not have full view, its covered with smog. 

Winter is not good season. Zion/Gran  should be seen on good sunny day. 

you can still go.. take pic  and keep in facebook.. but not really enjoy mother nature beauty(colors, rocks)

Grand Canyon may be povachu but definitely bad time for Zion.

There will be some snow and little cold. If you are ready for it then go ahead. My suggestion do not miss the Narrows hike if you have time to do.

narrows ki permit kavali... think about it. take 2 days for round trip

I am not talking about the complete narrows trip. You can go for quite a distance without the permit. There is small waterfalls after you hike for a while.
