you dont need to sync blockchain..they are like myetherwallet

create a new wallet here and save your keys.. then transfer from exchange to here. NEO is indivisible so you need to send whole numbers like 10 or 20 or 1000 you cannot send 10.5 or 110.01.

so, be careful if you send decimals you will lose them.. if you send 10.5 you will receive only 10 in the wallet.

does everybody know that the funds are not saved locally. they will be in block chain and you just access your address in block chain with your private keys.

private keys are very important...if you lose them you lost your money.
