I kept reading a lot about it and while they want to do away with H4 EAD, their main way of reforming H1 is through altering the min wage. Wage limits from 20 years ago cannot still be applied and they are carefully targeting that. If DHS releases an update, it will be majorly based on wages and speciality occupation. They are slowly moving towards awarding H1s to highly skilled and highly paid people only. They have their justification for it and a big wage is a key indicator for high skill- at least according to them. It will also be used to justify speciality occupations too.
