OPT from diploma mill in trump era..

My H1-B got rejected and joined XXX school with day 1 CPT program . Today an official from SEVP contacted my new school to state that my SEVIS record from my old school should not have been transferred in Active status but should have been in Completed Status, the official requested an immediate record correction and my DSO changed it. 

Since my VISA date is also expired and SEVIS is not active now, DSO gave me two options, 



Leave the U.S., obtain a new visa with the new SEVIS ID number, and then re-enter the U.S. Or return to your home country permanently. 

my F1 status ended on July 21st and was on Cap-Gap until Sept 30 



I’m planning to re-enter with new SEVIS ID if VISA stamping is successful. Please suggest me what doc’s I need if I go to VISA interview either in INDIA/CANANDA/MEXICO.

New SEVIS Receipt 
DS 160 form ? I came to know that if we go for a VISA stamping in Ciudad Juarez /Mexico we don’t require to fill DS 160 form. 
Please advise me on the above. Thanks, much!!!
