procedurally the current govt follows the same rules, and unless money trail is proven, the case is non existent. money trails are impossible to prove in  a court of law.

That's the basic attitude fed since childhood one side they are taught panchatantra stories and moral stories. End of the day they see their dad or someone giving 150 rs to traffic police to get away with the traffic violation.
