democracy works better in smaller units, where people's voice can be heard.

can TN make foreign policy decisions on srilanka? can it atleast influence India in it?

Won’t it be too complex if states are allowed to deal with other countries in terms of security and meddling with internal issues? I have little knowledge on how system works so you will have to bare with me..US or Canada lo states ilanti decisions thisukogalava?just want to understand
