The reason being why they target whole caste or creed  instead of a particular individual  or an incident is because  it is pretty heard to list them all  as those are not isolated voilations that happen by  an accident but rather  they are very systematic and well planned  which come from feudalistic thinking of Upper-caste mindsets.

A Feudalistic mindset is the root cause of  today's communal unrest and  retrogressive thinking of the society . 

Socially dominant people always raise their kith and kin to stay away from the  marginalized  as to show they  powerful  and god-equals. This mindset is passed down the generations and now  it reflects in every corner of  our country.

No,  they have always  been at the bottom  of a  pyramid of societal respect, self-sufficiency and acquisition of their   basic necessities.   They have always been marginalized, suppressed and sent away from the main stream living. They never had a chance to rise and on a par with developed communities . Unfortunately  all the economical equations have changed  in last 3-4 decades  that have a very  profound impact on their lives so much  that it is now even impossible   to catch up with others in terms of proper education, sheltering and acquiring food. From the ages   these communities have systematically been targeted and  devoid of basic necessities  to raise themselves from the levels of poverty. So only owning a  land and  a self-governance will bring some good  to them.
