Better we transfer these facilities t private players and let them take care of these welfare part and let the government pay their bills. Osmania Hospital, on an average, treats 3000-5000 people outpatients every day and at any given time, there are 5000+ patients in the hospital coming from various districts. If such districts are equipped with private hospitals and people have the capacity to pay up to 5 lakhs with govt assurance, these people will try to get treatment in those hospitals rather than coming to Osmania Hospitals..It's within reach and target and often they will be closer to health care facilities which will avoid further life loss. That forces many to go deep into debt or sell their valuables and other assets to pay for treatment. The government is already trying to bring healthcare closer to rural Indians by establishing 150,000 "health and wellness centers," a separate program to which Jaitley allocated around $190 million in the budget. Whereas to treat a person and provide health care, you need to have the infrastructure, staff, training facilities, etc. With this scheme, Govt is assuring private healthcare players to provide facilities and the payments are assured. With this reach, more and more private facilities will come up spurning heavy economic activity and no poor person will be denied health care on economic grounds anymore, in fact, all poor people will be welcomed to these private hospitals. Remember, there is a 5 lakh ceiling limit. This ceiling limits will curtail the cost of major surgeries to below 5 lakhs considering poor people won't be able to pay from their pocket and govt not willing to pay more than 5 lakhs, most surgeries which are even costing more than 5 lakhs, the price will be curtailed to be under 5 lakhs.
