Yes ,..pettochu... I have seen privately owned run and  maintained..... you need to form an LLC being on H1b....just become a stock holder of that llc.............

But you can only fly RC flights, RC helicopters, RC drones .....I visited multiple run ways , they call them Air Ports......!!!
