What is the US immigration department (USCIS) doing to make it easier for Indian EB2 category candidates to get green cards?

Being a south asian, I totally agree with you. The mess was created by the body shops and the giant outsourcing companies…Now here is the history and the reason.

First came the Doctors and IIT engineers (with scholarship) - they came here in search of career and growth opportunities.

Second came the uber wealthy - they sent their kids to study (mostly MBA and post-medicine, etc) - they came here to study and most went back to grow their family businesses in India. Others settled here.

Third came the so so wealthy - they sent their kids to study (Masters) in the hopes they will complete their studies and settle down comfortably. Good job prospects and good salary.

Then came the Y2K….

Fourth wave came (the body shop owners and the sales guys)- their only goal is to bring people and MAKE MONEY. They figured out every way possible to bring people here (using various means) and flooded the market with cheap labor. The people who came here under various work visa categories (outside of direct company hire) through these body shops are here to Make Money.

Fifth wave was invented to take jobs away from the US – through outsourcing.

Because of this nonsense by the fourth category all the first three are stuck in the queue.
