yes man, you can go anywhere after 180 days of I-140 approval. as long as the I-140 is not revoked because of fraud you can use that priority date and also a simple h1b renewal based on that approved I-140, no need to go through lottery as well.

doesnt matter, you can use the same 140 through the same employer who filed the 140 petition or can go through the labor-140 with another employer.
