My cousin is team lead in search engine optimization team. To my knowledge and based on my discussions with him, whenever H1 is denied, they usually send them to Zurich. He manages a small team in Zurich and then they try their best to get the candidate back to US. 

My teammates husband works for Google Seattle. Recently her H1 got denied (OPT MBA). So they sent both back to India converted H1 to L1 got stamping and then flew back to US.  Spouses can work on L2.

To my knowledge they do their best not to lose candidate for Visa reasons.

Not sure about the trend of sending candidates back to home country.
