Is there any chance that a new president (3 yrs hence) might help expedite EB2 green card queue for India (given that every other country has a more current priority date v/s to India) where a priority date from 2016 will only get current in 2032?

Why do you think that India queue should have preferential treatment ? Because this is the country which exploited the EB2 and EB3 categories the most, hence they need to have priority ? It is the sheer numbers game. If your country is sending exorbitantly large number of people to immigration queues and there is a set per-country limit, naturally nationals of your country will wait longer than others. I don’t know what kind of an extrapolation you are using to calculate a 16 years wait with 2016 applicants but present visa bulletin says the wait is a little over 9 years. And if the Trump’s H-1B overhaul goes as I anticipate, he number of green card applicants from India through EB2 and EB3 categories, will be drastically diminished and that 9 years wait might hold for the foreseeable future.
