Below is scenario with my BIL 

1.Graduated Sep 2016 from NPU and got opt Approval 

2.Applied for 

    a. 1st H1b under master quota with company A 

    b. 1st H1b under master quota with company b

3. Got h1b picked on Both Applications

4. Got RFE on both applications

5. replied both RFE's

6.After waiting for 5 months after rfe upgraded Company B to Premium

7.Company A h1b rejected

8. Company B approved after premium process

 

so dont listen to non-believers , try your best and wait and thats the best you can do while also prepare for the worst sceanrio.

 

Also i know couple of others one from svu and one from npu also got h1bs after upgarding to Premium .

 

Here rather then university , if you are working for client who can provide you with all documentaion then you have better chances.

It depends, I look at the academic details if the interviewee is fresh out of college. If they have about 5 to 8 year of experience then I usually focus more on their work experience. But, for at least first 3 years after graduation, academic details are important.
