Southern states like Telangana and Andhra contribute more to the national income but get less returns. For example Telangana contributes something like 1.81 rupees and only get .86 as return. Same holds for andhra too... Where as up contributes 86 paise but gets 1 rupee returns because of special packages and all

still  30% from 5 states is a considerable size and disproportionate in terms of funds receivable
