During the bifurcation, the Union government promised funds for the establishment of the exclusive university. Things moved briskly in June-July 2014 itself with the identification of land between Peda Kancheru and Gotturu villages of Pachipenta mandal in Vizianagaram district. Union Minister for Civil Aviation P. Ashok Gajapati Raju announced he would donate 3620 acres of his family land which is under the control of MANSAS, an institution established by his father PVG Raju for the promotion of education. The then Collector Kantilal Dande and senior officials submitted a memorandum to the government explaining its advantages and connectivity for the students of Srikakulam and Visakhapatnam too. However, the proposal has been shelved for unknown reasons. The Union government has sent another team in February 2015. The team consisted of Vice-Chancellor of University of Hyderabad E. Haribabu, Joint Secretary to Union Ministry of HRD Sukhbir Singh Sandhu, Principal Secretary (Higher Education) Sumita Davra, Financial Advisor to UGC Tripathi and Chief Engineer Rajesh Mittal. Accompanied by Joint Collector and Collector in-charge J. Nivas, Vice-Chairman of AP State Council of Higher Education P.
