This project was annouced by center during the license raj era and got delayed by more than a decade and so the agitiations. The reason for the delay is that funds are not allocated at a time but over a period of time. Thats how special package works. Do you remember the mega food park in Amethi which failed to take off ? UPA was in power and as part of special package to UP, mega food processing plant was announced to be set up in Amethi in 2012 but it never took even though UPA was in power till 2014. Land acquision happened in those two years and with the budget allocated and we all know it was a dud and project was eventually scrapped. This is how special package works. UNallocated spending lo 2 lakh crore vundi...andulo nundi aithe 50k crores okate year lo aithe ivadu kada...forget TDP/BJP for a while, a quarter of unallocated budget to be spent on one single state in one year...do you think its possible ? For this purpose, Hyd has been assigned common capital for 10 years. The big mistake what CBN did is to pull out from Hyd. By staying in Hyd foe 10 years would have been a leverage point and parallel developing a tire-2 city as a capital would have been beneficial rather than green field capital. By staying in HYD, he would also had a command and at the same time, would give him right way to show case the future of AP. Instead, CBN choose to move out with administration which itself is not recommended in the first place. Quote

The then rules for special status were proposed to benefit north east and hilly states where generating revenue itself is a problem and so aid them to run the state's functioning, special status is included. HIlly states, except himachal pradesh, no other state has progressed with this status because of hilly terrain. I hope you understand why these states were accorded this status. Literally to help state government functioning. Himachan Pradesh is the only state which took advantage of this special status by setting up pharma companies and power generation. Now, Do you compare AP with North east and Hill states ? IF so, do compare the population, ethincity, demographies and economy. Quote
