yes terraform ki provisioners untai chala..Chef is one of them.

example:

U spin up instances using Terraform, and boot strap them using Chef which is included under the provisioner part of the terraform code.

once u spin up and bootstrap, u push your docker contianers and run the applicaiton or server..

Terraform and jenkins logic koncham cheppava  with out docker

Terraform push to Git then Jenkins will do Play and apply
