yes you need an amendment even if you change to the next door for a new client as this comes under material change but not location change...

you dont need an amendment when you change to a new office for the same client within 30 miles of your MSA

if you move for another location of the same client from whom you got ur prev h1, then it would be just an LCA change but this is a total new scenario altogether
