There is a law not to kill wild animals as long as they  attack you. 

He did Break the law by killing 2 Black bugs.

Also he did survived from hit and run case in Delhi.

If he deserves punishment he should have been behind bars already for the careless drunk and drive on to footpath and killing innocent people. Neverthless even this is not a simple case either.
