There were many laws made in this regard, best example is the nirbhaya act. Its another useless law. It will punish the culprits but who cares about convicts anymore when the dame is done and beyond repair. we need a mechanism where these crimes can be controlled, even before the crime is committed. when it comes to upbringing, the same thing...if the parents have modern education, it would reflect on their kids behavior...
