Friend Situation

Ma friend, kotta company ki move ayyadu last year Aug'2017 lo , H1B transfer file chesadu client X tho... But three months kalla Client X work complete ayyindi.. Jan, Feb & March Mid varaku bench lo unnadu.. But no update on H1B transfer.

 

March mid lo mestri oka new client chupinchadu... mestri H1B Transfer filed with amendment with  new client..  9 months complete ayyindi.. no result yet.. what options left for him?

 

Now the question, 240 days apply only in case of extension or can be applied in H1B transfer too....

240 days rule transfer ki kooda applicable aa ? I thought it is only applicable to h1 extensions ?
