Think about Stats for a minute. 

93% of total H1Bs are not going to Indians

but, 93% of H4 EADs are going to Indians

This tells me there are ton load of Indians on H1Bs waiting in line for GC for way too long

Root Cause of this issue is GC backlog. Fix that you will see 93% of these H4 EADs will move to I485 EADs!!!

not only that, GC backlog is more for India when compared to any other country so H4-EADs are obviously all Indians
