BJP Jhalak to KCR : ITIR project dumped

Hyderabad: Even as he heaped praise on Hyderabad for its contribution to the information technology ecosystem in the country, Union IT, Electronics and Law Minister Ravi Shankar Prasad dealt a huge blow to Telangana announcing that the Central government had decided to “shelve” all plans for establishment of Information Technology Investment Regions in the country.

The ITIR was promised to Telangana in the AP Bifurcation Act of 2014 and the State had been pursing with the Centre for the past four years for approving the project, but had not been told that it would be scrapped. Telangana was also at one point of time, asked to submit a detailed project report in this regard.

The Union Minister minutes before announcing the shelving of ITIR projects, called Hyderabad the “IT city of India.” Prasad’s declaration of this status of the city came at a press conference here. In a reference to how the city’s IT industry ecosystem had been making strides and inspiring youth, Prasad narrated an incident during which a CEO of a big company met him.

During discussions, Prasad said, the CEO told him that the youth from here no longer were as keen as getting just a job in the IT sector but were looking to launching their own start-ups. “I compliment the city of Hyderabad,” he said.

The Union Minister was briefing the media on the achievements of the BJP-led National Democratic Alliance government at the Centre during the last four years.

It was in response to a question on the ITIR project for Hyderabad, Prasad said the ITIR idea has been shelved by the Union government. He said the Narendra Modi government revisited the ITIR scheme proposed by the previous UPA government at the Centre and discussed the pressure for and on land for ITIR projects.

The Union Minister explained that when it was possible to go vertical in terms of building infrastructure, a spread out ITIR did not make much sense as it only created pressure for land. “The government discussed the issue and we decided to discontinue ITIRs,” he said.

Prasad, however, said that if any State wanted to go ahead with an ITIR on its own, then the Centre would support such an endeavour. The Telangana government had been asking the Centre to approve and fund the ITIR project first allotted to Hyderabad during the UPA rule before BJP came to power at the Centre in 2014.

UDAN to benefit Telangana

Hyderabad: Telangana is one of the States that will benefit from UDAN, the Central government scheme to help States launch air connectivity to Tier 2 and Tier 3 cities and towns, Union Minister Ravi Shankar Prasad said.

The “Ude Desh Ka Aam Naagrik” (UDAN) was launched by Prime Minister Narendra Modi last year. As part of the scheme, the Centre will help the States in reviving disused airports in non-metros. The fares are also capped at Rs. 2,500 per seat per hour making flying affordable to the common man.

“‘Jo hawai chappal pehen the hain, woh bhi hawa mein ude’ (those who wear slippers should also be able to fly),” is the dream of the Prime Minster,” Prasad said.

Telangana has asked the Centre to help develop existing but now in disrepair airstrips at Warangal and Adilabad as well as connect Bhadachalam under the UDAN scheme.

ITIR project needs changes: Jayesh Ranjan

Jayesh Ranjan, IT Principal Secretary, said IT Investment Region (ITIR) project that was approved by the previous UPA government needed some changes and Union IT Minister Ravi Shankar Prasad had told three years ago that they would be changing the modalities of the project.

“The Central government for the last three years has been looking at changing the nitty-gritties of the project and this has been in discussion for a long time now. There is no spiking of the policy but just a change in the structure of the project,” he said.

The Information Technology Information Region (ITIR) project conceptualized under the previous UPA administration has been disbanded by the Centre.

If given clearance, the project which would have come up in 50,000 acres could have made Hyderabad the number one in IT in the country. But the Centre rejected the proposal but said the State government was free to pursue it.

Had the Centre given the clearance, KCR would have claimed it as yet another example of his fine governance just like he took credit for bringing the (eternally-under-construction) Metro Rail project to Hyderabad whereas it was the Congress government which cleared it.

Kamal Haasan’s Sommu Okadidhi, Soku Okadidhi comes to mind. It was the Andhras who made Telangana what it is today and it is KCR and Co who continue to take credit for everything and anything including a hen laying eggs.
