Parents UK Travel from USA - Question

Folks - If my Parents are here (In USA) on a Visiting VISA, Can they apply a visiting VISA to UK from here (USA) and travel to UK ??

My Parents will be travelling to USA in the month of December and have plans to go to UK in April, so instead of them travelling back to India and then travel to UK, I want to know if they can apply for a UK visiting VISA from here (USA) and travel to UK ...

As far as i Know, they can. 
You need not to travel from home country, once they land in UK they need to have a valid UK visiting visa.

You mean to say that they can apply a UK Visiting VISA when they're in USA and travel to UK ??

Don't know that, but they can apply for visiting visa to UK before flying to UK
