Tejaswi had issues with Kaushal before BB itself, daniki karanam evariki teliyadu kaani, when she entered the house, she thought with the group she is forming, she can crush Kaushal and send out of the house during initial 3 weeks. 

She started instigating, Sanjana when she was in the jail saying kaushal is not using the card, then Kaushal touched her, that didn't work as sanjana didn't care, 

Even with Sunaina, tejaswi tried to instigate her when kaushal lifted her as part of task, at that time Tejaswi helped kaushal to lift her properly, but later she wanted to use that and instigate Sunaina.. Sunaina fell into that.
