Business Analyst talks to Business that doesn't mean business can or will do Business Analyst job, 

Product owners can dictate the reqs to BA and IT teams, for example if there is a CF, that needs to be processed legally by the BA of which only he has the permissions to do so and route for approvals through IT and Business teams, Business people cannot do certain things that BA can do officially. 

Don't mix up professions

They run queries, generate reports and setup meetings with the business mostly in IT. Product meeda knowledge untundhi and they mostly come from testing background. Don’t confuse them with Financial Analysts though. IT BA ki Financial analyst ki kukkaki nakkaki unnantha theda undhi.
