I followed second link. This consulate is fast and safe. Tijuana lo i was 4 hours inside consulate and took 4 hours to cross border with tons of questions. Ikkada 45 mins lo i even came out of consulate but took 2.5 hrs to cross border no questions asked but konta mandiki questions adigaru na mundu ataniki RFE kuda padindi.

They give same day of your interview. My appointment was at 9 am ... picked passport at 3:30 pm .

Thats the main reason why i went to Matamoros 2 days off to can be back . Saturday kuda finger printing appointments unnayi ekkada so actually one day off to kuda we can be back scheduling  Saturday fingerprinting and monday interview.

2016 lo went to Canada.. mentioned Hyd in 797b.. no issues ..
