Microsoft already warned if this would be made into a law it will shift its operations to overseas (something like that). Anyways they have the power to deny the applications, then why they'll issue NTA? instead issuing an RFE can bring lots of $$$ to the govt. I don't think this will be implemented anytime soon or never. Quote
