529 plan and depends on which state - you can also do 1 time lump sum contribution in VA if your kid is less than 5 years old I think

India lo its not that expensive unless you choose to BUY education rather than earning your admission through merit

Best thing is 529 plan - I think Virginia has one time lump sum payment which you can pay and it covers there education in state - I think somewhat like 65000 one time payment
