The other guys should still apply for those positions. How many will even apply? The strength doesn’t matter because as a company they have to fill the position. Now only if some American has applied for that position and they have not considered him for that position then it will be discriminatory. Otherwise why would it be? If Americans are not interested then someone else should take the job. Companies cannot be idle and wait until some American eventually applies for that job.

They aren't interested because it's mostly become brown. If the brown folks are kicked out and it becomes majority white again they will be interested.
