22900, Is it out of the door price? if yes, then it may be good. They will play all games with price and loan. Don't take loan from them, take from credit union.

If its out the door it is very good deal. 

CRV would be atleast 5K more. And if you are getting Toyota Safety Sense in 23K then paying 5K more is not worth. 

Engine RPM and pickup does not matter to 90% of us. There are speed limits and you cannot simply use the full acceleration. Just ride CRV and RAV4 and see which one you like more and is it worth paying 20% more.
