So AP should not have rapid growth for the loss they had 

Enti bhayya AP doesn't have capital n it will long time to get to same stage with other southern states

Point is they do generate substantial revenue for state via direct and indirect jobs. but that is not enough to fill the deficit or vast amount of debt that AP has.  Each year deficit is 20k cr minimum. so for last 4 years, total deficit is 80k crores. AP is also standing on 2.1 lac debt and paying interests on the debt. It is not easy to survive with this much load of debt and deficit with special assistance.

400 cr investment by a company is not like company does everything at once. it will do it over 5 or 10 years per plan. Kobelco started with 200 cr investment in 2011. today it already expanded to new plants with additional 800 cr. same is the case with isuzu. they do it over 10 years based on market conditions. They are also allocated land on the base of their plan to expand over 10 years. if they don't expand then govt. will have full rights to take back empty land.
