Other wise cheap means farrer park there are hotels 

If you are looking for all those places 500 sgd min

Now sgd to inr is high 

You can get sgd at Mustafa center in farrer park 

Public transportation is the best so no need to worry about it

Sg mrrt is the best

Sentosa one day

Universal studios one day

Gardens by the bay n Marina Bay sands one day

Zoo one day 

I don't know your interest other wise I can suggest those places too
