No, it's still not safe as pre cum also has sperms. None of the birth controls are 100%  effective. That's why people use 2... Girls take pills and boys use condom... That's quite common in US where they date for years.

If you are married and don't want kids, but 0.1% chance  getting pregnant is acceptable risk .... Then try avoiding risky days (wear condom through out) and pull out other days. You can cum inside first and last 3 to 4 days of period. 

There are apps which can use, if girls periods are fairly regular. They are simply calendars but they take out the guess work

Use olivia app to track fertile window. This is helpful for both scenarios i.e. couples trying to get prego and those ones who are try avoid getting pregnant. But this app needs like atleast 6 months data to predict exact ovulation dates
