Easy to 'inspire' people to be in that '30' and get into IIT by working 'hard', than actually providing half decent education to every kid in that state.

ofcourse if a state like TN does that, then India swoops in and takes away the advantage it earned by imposing NEET on it. 

So may be everyone should become super problem solvers from the resnick and haliday Physics books, and then India will become thop. good.
