Do not apply for WF or BBVA credit cards, if you're not a US Citizen or a permanent resident.

WF might sometimes approve your CC but they might ask you to submit your SS#. Since your SS# is not type 1, they will revoke your CC even after approving. Stay away from them for CCs. For all other banks you should submit as Non-resident alien.

Every bank operates differently and might have a different meaning on what resident or non-resident alien means. IRS treats you as resident alien for tax purposes if your stay in US is beyond certain time period. Whereas, USCIS and most banks treat you as non-resident alien. 

Again, all this applies to people who do not have GC or US citizenship. I've given you the information I'm aware of. Please do your due diligence before applying.
