Mentally ill candidates contesting elections

Does Indian constitution and election commission have any provisions which allows certified mentally ill candidates to contest in elections? Or do people with royal blood have some leeway in this regard? Can the leader of the party which allows such a person to contest be considered a dumbass?

According to election commission If some body is convicted for some offence and he is sentenced to imprisonment for 3 years then the EC wont allow the person to contest. Not sure if it applies here . Again Jagan should never have been allowed to come out of jail that is another matter.
