it looks like they got some exp..also for the first time India is trying to privatize it so obvious ga a India company ni ki exp undadu...it depends on the bidding tata or reliance ani decide chesedi...if bidding was diluted then some one from congress should go to court like how Swamy  went to court and got all 2g licenses cancelled.

It goes by bidding since it’s a joint venture all it need is money..technology comes from French company, atleast this is my understanding..
